The project scope was developed through a multi-step planning process that included a third-party assessment of district facilities, a facilities master planning effort, a community-wide survey, and multiple community forums. Together, this process helped identify priorities and balance facility needs with responsible, long-term stewardship of community resources.

The district used multiple sources of data to evaluate facility needs, including assessments of how existing spaces support current teaching and learning practices, the age and remaining life cycle of building systems, enrollment projections, safety and security reviews, comprehensive facility condition assessments, and feedback gathered through public surveys and forums.

The district will follow all state and local requirements governing the use of bond funds. Projects will be implemented through a structured planning, bidding, and oversight process, with regular monitoring of budgets and schedules. Bond funds may only be used for approved capital projects, and the district will continue to provide public updates as work moves forward.

The revised bond proposal reduces the athletic scope of the May proposal and focuses on priority improvements. Planned projects include a team room at the stadium, soccer field concessions and restrooms, a field entrance canopy, a new press box and ticket booth, irrigation improvements for the baseball and softball fields, and additional locker rooms at Hopkins High School.

The district is considering a new auditorium to address long-standing space limitations and to better support music, theater, assemblies, and community events. Today, many performances are held in the middle school cafetorium, while others take place at performing arts centers in neighboring school districts. A dedicated performing arts center would provide an appropriate venue for performances and connect the middle school and high school, improving both program access and campus safety.

The bond proposal includes several safety-focused improvements across the district. These include replacing aging clocks, public address systems, and fire alarm systems in all school buildings to improve communication and emergency response. The proposal also improves campus safety by creating a more connected secondary campus, allowing students to move between the middle school and high school indoors rather than walking outdoors. In addition, building replacements and upgrades would improve accessibility by providing more functional layouts, updated building systems, and safer, more comfortable environments for students, staff, and visitors.
